State Senator Recognized for Leadership and Commitment to Health Issues

Goggans Named “Public Health Hero”
DOUGLAS, GA (Jan. 4, 2010) – State Sen. Greg Goggans (R-Douglas) has been honored as a “Public Health Hero” by the Georgia Public Health Association (GPHA). The recognition was announced by the GPHA at its December business meeting at the Mercer University School of Medicine in Macon.
GPHA President Russ Toal commended Sen. Goggans for his leadership on health issues during his tenure in the legislature.
“Greg Goggans devotes a great deal of time and effort to understanding the implications of maintaining a healthy state population,” Toal said. “His thoughtful and pragmatic approach balances the long-term consequences of the public’s overall health with the difficult budgetary constraints our state faces. We are pleased to recognize his outstanding leadership on public health issues at the Capitol.”
Goggans has devoted much of his legislative career to improving health services in Georgia. He has lead initiatives to create a statewide trauma care network and in 2009 he helped restructure Georgia’s Department of Human Resources (DHR) which oversees the state’s public and mental health departments. Goggans’ work helped create a streamlined organizational structure that can utilize DHR resources more efficiently for its public health programs.
Goggans was first elected to the Georgia State Senate from the 7th District in 2004. He represents the citizens of Atkins, Bacon, Berrien, Clinch, Coffee, Echols, Lanier, Pierce, and Ware counties and portions of Cook County. Goggans is currently serving as Secretary of the Health and Human Services committee. He also serves on the Appropriations, Agriculture and Consumer Affairs, Finance, and Transportation committees.
GPHA’s mission is to advocate for conditions in which all people and communities can be healthy; to promote the scientific foundation of public health practice and policy; and to assure a continuous voice broadly representing public health in Georgia.

Sen. Goggans Recognized for Health Care Service

Named “Legislator of the Year” by Georgia Alliance of Community Hospitals
TIFTON, GA (October 27, 2009) – The Georgia Alliance of Community Hospitals announced today that Sen. Greg Goggans (R-Douglas) has been named as its 2009 “Legislator of the Year.”
In announcing the award, the Alliance specifically praised Goggans for his leadership on healthcare issues at a critical time in Georgia’s history. The award is given to a single legislator each year, carefully selected by Georgia hospitals as worthy of recognition for exceptional achievements on healthcare issues.
“Greg Goggans combines influential political positions and deep healthcare knowledge with strong personal ethics, a humble devotion to service, and an unfailing instinct for doing the right thing,” said Georgia Alliance CEO Monty Veazey.
“In the past session, numerous attempts were made to slash Medicaid and PeachCare for Kids spending; in essence, balancing the state budget on the backs of Georgia’s most vulnerable. Greg is a huge reason why those attempts failed, and why Georgia’s community hospitals are alive, well and serving the public today,” Veazey continued.

South GA at the State Capital 6/8/09

ATLANTA (June 8, 2009) – Maybe it was a little anticlimactic since Governor Perdue lowered the Revenue Estimate a week ago and assessed agencies 25 percent of the June allotments, but the May revenues are in and while certainly not positive, are actually about 6 percent under the worse case scenario envisioned a week ago.
Revenues for the month of May were down 14.4 percent overall or some $211.7 million down from May of 2008. Individual income tax collections were down 21.2 percent continuing a consistent negative trend. May sales taxes were down overall $181 million or 20.2 percent. Of that, local sales tax collections were down $173 million, so most of the loss occurred in local collections. Motor fuel taxes were down an additional $23 million for both excise and sales taxes. Corporate income taxes were down about $10 million.
So, Year-To-Date figures continue to disappoint and cause that sinking feeling. Overall, revenues are down over 10 percent or $1.5 billion dollars for the first 11 months. Individual income taxes are down 11.0 percent or $884 million. Sales taxes are down overall $780 million or 8.0 percent of which the state portion is -$404 million or -7.6 percent. Motor fuel taxes are down collectively $126.8 million or -13.7 percent. Corporate income taxes are down $211 million or -26.7 percent.
The state has now used up about $300 million of the $562 million in the Shortfall Reserve Fund with a month to go.
This week’s column also continues a review of legislation passed by the 2009 General Assembly.
NATURAL RESOURCES
SB 110 – Senate Bill 110 allows county permitted agents to trap beavers on public right of ways.
SB 111 – This bill allows belt or hat mounted lights to be used for hunting for which lights are legal.
SR 12 – This resolution continues by constitutional amendment existing rewards for successful oil and gas exploration off Georgia’s coast and on land. It includes alternative fuel development to fossil fuels.
PUBLIC SAFETY
SB 20 – This new measure prohibits a local government from enacting policies that create a “sanctuary” for illegal aliens that results in illegal aliens not being reported to authorities. Violations would cause a loss of state assistance or grants.
SB 196 – This legislation increases the fines when a serious injury is the result of a right of way violation. The bill includes a 30-day license suspension for failing to yield right of way to a motorcyclist or farm vehicle. SB 196 also increases the administrative fee the DUI schools can charge by $7, with the fee being passed through to the Department of Driver Services. The bill also clarifies language in the law related to penalties for driving without a license.
HB 2 – This bill calls for the state to direct local governments to comply with federal immigration law concerning verifying legal status of incarcerated individuals. It also requires every public employer to register and participate in the federal authorization program to verify employment eligibility of new hires. A website posting will suffice for this requirement. Finally, it clarifies “public benefit” in requiring the verification of legal status in granting different state or local benefit programs.

ATLANTA (May 15, 2009) – Economic indicators like unemployment stabilization and home and retail sales picking up are a good sign of things moving in a better direction. Our state revenues on the other hand had another tough month as we draw close to the end of the fiscal year. Here is a quick look at April’s revenue figures compared to April 2008’s totals:
- April’s revenues were down 20.6 percent or some $362 million
- Individual Income Tax collections were down 16.9 percent or $159 million
- Sales tax collections overall were down 11.1 percent with the state portion down 24 percent
- Local sales tax distributions were actually up $34 million or 10 percent
- Corporate tax collections were down $39 million or 33.1 percent
- Motor fuel collections continue the slide downward winding up at $25 million down for the month or 29.4 percent
While these numbers are extremely discouraging, the General Assembly is hard at work preparing for the next steps to take if revenues continue to decline. Governor Perdue just signed the Fiscal Year 2010 budget with only three line-item vetoes. We worked very hard to produce a balanced, fiscally responsible budget that cut spending and did not raise taxes. I am confident the state Senate will continue to lead the way in conservative fiscal policy and principles that will lead us through this recession.
YEAR-TO-DATE FIGURES POINT TO PROBLEMS NOW AND AHEAD
Year-to-date numbers are not encouraging either. They show a sharp decline starting cumulatively in November at minus-1.5 percent with a decline of 3 to 4 percent monthly and now total a minus-9.5 percent decline from the Fiscal Year 2008 year-to-date. Total revenues for the FY 2009 YTD are down $1.36 billion dollars over the same ten months on FY 2008 through. The state stands at just under $13 billion in collections with just two months to go.
Individual Income taxes are down $704 million or minus-9.8 percent. Sales tax collections are down overall $599 million or minus-6.7 percent, with state collections down 8.3 percent. Corporate tax revenues YTD are down 26.3 percent or $261 million. Motor fuel revenues of sales tax and excise taxes are down $103 million or minus-12.3 percent. The general budget has to make up this difference at year’s end.
As of today, the budget is eating into the Shortfall Reserve Fund by some $90 million dollars. If the last two months follow the trend of the last 6 months, the state could easily use up most of the remaining $562 million in reserves in the “Rainy Day” fund.
Not only is the cumulative minus-9.2% revenue line for FY 2009 under the revenue estimate for this fiscal year, the revenue level is also under the projected budget level that the 2010 budget is based upon.
SOBERING DECISIONS AHEAD IF TREND CONTINUES
If July rolls around and the rate of decline in revenues has not leveled off and if the state reserves are essentially gone, the FY 2010 budget as passed is almost surely to be up for review. If our best guess is that we have reached a new equilibrium at a lower budget level of say $14 or $15 billion, then some very tough decisions will be required. A revenue level at $14 or $15 billion would require a new review of the state’s priorities from top to bottom
